Starting at narrow edge, ch 4. 1st row: 3 half dc in 4th ch from hook. Ch 3, turn. 2nd row: 3 half dc in first half dc. Ch 3, turn. Repeat 2nd row until piece reaches around lower edge of Skirt about 8 inches from hem. Break off.
HEADING ... Attach thread to first loop on long side, sc in same place, * ch 2, sc in next loop. Repeat from * across. Break off.
SCALLOPED EDGE ... Attach thread to first loop on opposite side, sc in same place, * draw loop on hook out to measure ½ inch, thread over and draw thread through, insert hook between single and double loops and draw thread through, thread over and draw through both loops on hook (knot st made), make another knot st, sc in next loop. Repeat from * across. Break off.
BALL FRINGE ... Attach thread to first free knot, ch 7, 5 dc in 4th ch from hook, sl st in chain. Break off. Fasten ends securely. Make a fringe in each knot st across.
Sew Braid in place. Make another Braid like this to reach around skirt 8 inches above first Braid. Sew in place.
