Then begin ruffle as follows: 1st row: S c in 1st sp, ch 5, s c in same sp, * ch 5, s c in next sp, ch 5, s c in same sp, repeat from * across (22 loops in all). Neck Band. Starting at short end, ch 18, turn. 1st row: S c in 6th ch from hook, * ch 5, skip 3 ch, s c in next ch, repeat from * across (4 loops). Ch 5, turn. 2nd row: S c in 1st loop, * ch 5, s c in next loop. Repeat from * across. Ch 5, turn. Repeat 2nd row until work measures 14½ inches. Ch 5, turn. Then, working along the length of band, make s c in 1st loop, * ch 2, a 4-d c cluster in next loop, ch 3, a 4-d c cluster in same loop, ch 2, s c in next loop. Repeat from * across. Then along short side, work 3 s c in each loop to corner. Then ch 2 and work other two sides to correspond.
Fold one ruffle over band of sps along 2nd row of band, and sew center of neck band to this 2nd row, thus joining neck band to ruffle. Fasten neck band with a button.
