1st rnd: Attach thread to any small space on outer edge, make 2 sc in same sp, * ch 1, 2 sc in next sp. Repeat from * around, ending with ch 1. Join with sl st to first sc. 2nd rnd: Sl st in next sc, ch 4, holding back on hook the last loop of each tr, make 3 tr in same sc, thread over, draw through all loops on hook (cluster made), * ch 4, skip next sc, sc in next sc, ch 4, skip next sc, 4 tr cluster in next sc. Repeat from * around, ending with ch 4. Join to top of first cluster. Break off.
